Updates related to federal actions affecting Marquette

May 2, 2025, updates

  • Marquette to appeal U-RISE grant termination — The university was notified last month by the National Institutes of Health that federal funding for the U-RISE program has been discontinued, in the third year of a five-year grant. The university is appealing this decision.
  • 414 Fellows AmeriCorps program terminated — Due to a recent federal decision, Marquette’s 414 Fellows AmeriCorps program has been terminated. Serve Wisconsin, the sponsoring agency, is reviewing terminations and considering every option available to contest the termination of these awards. Since 2019 the 414 Fellows Program has enrolled more than 80 Marquette students as AmeriCorps members, serving hundreds of children at Next Door.

The Arrupe Center for Community Service and Social Responsibility, which oversees the 414 Fellows program, continues to communicate directly with the affected students. EXCEL Milwaukee Fellowship, which was overseen by the Graduate School, was a planning grant; no students were actively enrolled as members. Watch Marquette Today for updates.

  • University updates on federal grants — Marquette will continue sharing updates regarding federal awards that fund institutional programs. Given the unique nature of individual research grants and subawards, the university will not provide updates on actions regarding those awards. The Office of Research and Sponsored Programs will continue to work directly with the principal investigators to help them navigate appeals processes, as warranted or applicable.

As executive orders and other federal actions continue to affect higher education, the university will continue to provide updates for the campus community. Please remember that guidance and resources are available and updated regularly.

Our Catholic, Jesuit mission means we are committed to upholding the inherent dignity of each person created in the image and likeness of God. That commitment means working with students, faculty and staff to navigate these changes and ensuring all in our community know they are valued and supported.

Following are the latest updates and reminders. Please watch Marquette Today for new information and guidance as they become available.

Research and other federal grant activity

  • Federal Work-Study, Supplemental Educational Opportunity Grants will remain at current level — The Department of Education has confirmed that funds for Federal Work-Study and Supplemental Educational Opportunity Grants will be made available for the upcoming academic year at the same levels as the current academic year. Marquette’s final allocation amounts for 2025-26 are not posted yet; however, the university expects to receive approximately the same amount as we did in the 2024-25 academic year.
  • Federally funded U-RISE program discontinued — The university was notified by the National Institutes of Health that federal funding for the U-RISE program has been discontinued, in the third year of a five-year grant. The College of Health Sciences in 2022 received a $1.6 million grant from the NIH to implement curriculum and programming to support students as they gain undergraduate research expertise while cultivating a science identity and sense of inclusion in the science community. U-RISE program officials are working with the offices of Research and Sponsored Programs and General Counsel to determine next steps for the program. The university is carefully watching legal actions and processes for appeals. Updates will be shared via Marquette Today, as necessary.
  • Ongoing federal research guidance — The university will continue to monitor and review federal orders related to research and provide necessary updates via Marquette Today. A running update of guidance related to federally funded research is available here

Website updates

  • Continue to hold on website updates — Those who are responsible for maintaining university web pages should refrain from making updates to any web pages (save for routine updates not germane to federal actions) or other materials unless provided guidance to do so by the Office of General Counsel or the Office and Marketing and Communication.

Proactive advocacy and storytelling

  • President Kimo Ah Yun and other university leaders have recently attended meetings with elected representatives in Madison and Washington, D.C., to advocate for support for higher education, particularly in the areas of research, financial aid and other federally funded activities.
  • University leaders have also been working closely with higher education organizations including the National Association of Independent Colleges and Universities, the Association of Jesuit Colleges and Universities, and the Wisconsin Association of Independent Colleges and Universities as these groups continue to advocate for the future of higher education.
  • Marquette joined with other leaders from Wisconsin’s biohealth industry, health systems and higher education institutions to the state’s congressional delegation to sign a coalition letter in support of National Institutes of Health funding.
  • The Office of Marketing and Communication is emphasizing internal and external storytelling that reinforces the value of higher education and the value of a Marquette education, in particular, to key stakeholders.
